Answer:
A girl reaches the age of Islamic responsibility at the age of 9. After this age, she is responsible for maintainning her Hijab. Hijab requires her to cover her body with loose clothing except for her face and hands. This means a girl cannot wear shorts if there are strange men around. She is also not allowed to wear make-up, including eye-liner, if there are strange men around.
